The Role of Institutional Influence in Boosting Smart Meter Acceptance: A Study Using Extended UTAUT2 in Indonesia

Abstract

Smart meters are a vital technology for enhancing electrical grid efficiency within intelligent grid systems, yet consumer acceptance continues to limit their full potential. This study addresses the research gap in understanding smart meter adoption in Indonesia by applying an extended Unified Theory of Acceptance and Use of Technology (UTAUT2) model, modified to include institutional influence as a significant factor. Data was gathered through a survey of 410 individuals and analyzed using partial least squares structural equation modeling (PLS-SEM). The findings highlight that institutional influence is the strongest driver of adoption intention (path coefficient of 0.44), followed by social influence (0.17) and effort expectancy (0.09). Interestingly, performance expectancy, facilitating conditions, and price value did not exhibit significant relationships, suggesting that functional benefits or cost savings are not primary motivators for consumers. These results emphasize the critical role of government policies, regulations, incentives, and educational support in building consumer trust, while also underscoring the importance of user-friendly smart meter designs. Leveraging social encouragement from public figures and community leaders is also recommended to boost adoption rates. Future research could explore the long-term impact of these institutional interventions and examine cultural influences on technology acceptance. Overall, cultivating strong institutional frameworks and supportive social ecosystems is essential for the successful deployment of smart infrastructure in Indonesia, providing key insights for policymakers and practitioners seeking to foster sustainable energy adoption.
